Cincinnati has opened 2-0 without asking Joe Burrow to rescue it every week. The Bengals held Houston to six points on Sunday and now take that improved defensive structure into the AFC North.
Pittsburgh is 1-1 after an ugly 20-3 loss at New England. The Steelers still have T.J. Watt and a defense capable of dragging this into familiar divisional territory. Their offense must give that defense something to protect.

Cincinnati deserves the lead. Burrow threw two touchdown passes to Ja'Marr Chase in Houston, Tee Higgins continued to win outside and the defense prevented C.J. Stroud from reaching the end zone. Dexter Lawrence gave the Bengals the interior presence their previous teams often lacked.
That balance matters against Pittsburgh. Watt can change a game with one rush, and the Steelers held New England's offense to 13 points before a defensive touchdown widened the final score. Cincinnati cannot assume its receivers will have time to separate on every dropback.
The problem for Pittsburgh is what happens after its defense gets the ball back. Aaron Rodgers and the offense produced only a 56-yard field goal, turned the ball over three times and allowed a strip-sack to become a touchdown. DK Metcalf did not receive enough clean opportunities downfield.
Burrow gives Cincinnati a calmer answer. He can distribute quickly to Chase, Higgins and Chase Brown, then attack deeper once the pass rush begins anticipating the release. The Bengals do not need a high-risk game plan if their defense continues to control early downs.
Pittsburgh's route to the upset begins with pressure and field position. Watt, Nick Herbig and Derrick Harmon must shorten possessions. Rodgers then needs to convert those opportunities without exposing the ball against a defense that has become faster and more physical.
The divisional setting keeps the market from becoming wider. Pittsburgh beat Cincinnati decisively in the most recent meeting and knows how to make Burrow's protection uncomfortable. The Bengals are playing the better football now.
Cincinnati Bengals vs Pittsburgh Steelers odds
- Cincinnati Bengals win: 63%
- Pittsburgh Steelers win: 38%
Cincinnati is a road favorite because it has the more reliable offense and has allowed only limited scoring through two games. Burrow's health and the defensive improvement remove two of the largest preseason concerns.
Pittsburgh remains close enough to matter because its pass rush can alter the entire matchup. A low-possession divisional game would suit the Steelers far more than an open contest built around Burrow's receivers.
The 2026 NFL season outlook identified Cincinnati's redesigned defense as the factor that could turn a dangerous offense into a complete contender. Week 2 was the clearest early evidence.
Cincinnati Bengals vs Pittsburgh Steelers game outlook
The Bengals should begin with quick-game concepts that prevent Watt from dictating protections. Chase can win slants and option routes, Higgins can work the sideline and Brown can release underneath when Pittsburgh drops into deeper zones.
That does not mean Cincinnati should abandon the run. Brown's ability to create efficient gains can keep the Steelers from using their most aggressive third-down package. The offensive line's job is to avoid the one catastrophic play rather than dominate every snap.
Pittsburgh needs more first-down production. Rodgers faced too many possessions in which the offense became predictable, allowing New England to attack the pocket and crowd Metcalf. The Steelers must create easier throws through play action, motion and throws to the running backs.
Metcalf is still the clearest way to change the game. His size and vertical speed can force Cincinnati to keep safety help outside, creating room for Pat Freiermuth and the slot receivers. Rodgers must receive enough time for those routes to develop.
Lawrence is the complication inside. If he collapses the pocket, Rodgers cannot simply step away from the edge rush. Cincinnati can then play more coverage behind four rushers and wait for the ball to come underneath.
Pittsburgh's defense is capable of keeping the score close. The question is whether its offense can avoid putting that group straight back on the field.
Team news and injuries
Cincinnati Bengals
Burrow started and completed the Week 2 win after managing an injury concern during the practice week. His two touchdown connections with Chase supplied all of Cincinnati's trips to the end zone.
Defensive tackle B.J. Hill missed the Houston game, while edge defender Shemar Stewart returned to the active group. Lawrence, Kris Jenkins Jr. and the defensive-line rotation controlled a physical game.
Chase and Higgins remain the starting outside receivers, with Brown handling the lead backfield role. Cincinnati's protection will receive its hardest edge-rush test of the season.
Pittsburgh Steelers
Rodgers remains the starting quarterback. He threw his first interception in 311 attempts against New England and lost the ball on a strip-sack that became a touchdown.
Watt recorded his second multi-sack game of the season and already has 3.5 sacks. Herbig forced a fumble, while Patrick Queen intercepted Maye near the goal line.
The defense allowed only 13 offensive points. Pittsburgh's urgent personnel questions concern an offense that could not convert field position or sustain drives.
Key factors that could decide Cincinnati Bengals vs Pittsburgh Steelers
Can Cincinnati contain T.J. Watt?
Watt does not need a high volume of pressures to change the game. Cincinnati must prevent one sack or forced fumble from becoming the defining play.
Does Pittsburgh find DK Metcalf early?
Metcalf can force the Bengals to alter coverage. If he remains peripheral, Cincinnati can keep more attention on the run and underneath routes.
Can the Bengals run efficiently?
Brown does not need 100 yards. He needs enough positive early-down carries to keep Burrow out of Pittsburgh's obvious pressure situations.
Is Cincinnati's defense genuinely transformed?
Holding Houston to six points was impressive. A second strong road performance would make the early improvement much harder to dismiss.
Which quarterback protects the ball?
Burrow has the better receiving group, but divisional games often turn on field position. Rodgers cannot repeat the turnovers that ended Pittsburgh's chances in New England.
Cincinnati Bengals vs Pittsburgh Steelers head-to-head
The teams split their 2025 meetings. Cincinnati won the first 33-31, while Pittsburgh took the rematch 34-12.
The second result requires context because Joe Flacco started for Cincinnati while Burrow remained unavailable. Pittsburgh still demonstrated a useful formula: pressure the quarterback, limit Chase's explosive opportunities and force the Bengals to sustain long drives.
Burrow's return and Cincinnati's rebuilt defense make this a different matchup. The recent split remains relevant because most of the core rivalry personnel and coaching structures are familiar with one another.
What could move Cincinnati Bengals vs Pittsburgh Steelers odds before kickoff?
Burrow's practice participation carries the most weight for Cincinnati even after he completed Week 2. Any renewed limitation would change the passing hierarchy immediately.
The Bengals' defensive-line availability matters against a Pittsburgh offense already struggling to create rhythm. Hill's return would deepen the interior rotation.
For Pittsburgh, the offensive line and Metcalf are the highest-leverage areas. Any absence that further restricts protection or the vertical passing game would strengthen Cincinnati's position.
